Public-Private Partnerships (PPPs)
There is a distinction between contractual and institutional PPPs. However, the process of launching any PPP often starts with an initiative taken by a European Technology Platform (ETP). The European Commission then conducts an impact assessment of the initiative with the help of external expertise to determine whether the initiative is aligned with the objectives of Horizon 2020.
If the outcome of the impact assessment is positive, the Commission decides which type of PPP is to be launched and submits a proposal to the relevant Horizon 2020 programme committee as part of its contribution to the work programme for the area in question.
Contractual PPPs (cPPPs)
Contractual PPPs are a structured collaboration between the European Commission and private actors to provide input to work programmes to ensure that calls for proposals are relevant and targeted towards industry. A non-binding Letter of Intent is signed by the European Commission and the ETP in question based on a multiannual roadmap drawn up by the ETP. Over time the cPPPs have been granted a large portion of the Commission’s Horizon 2020 budget. They comprise an important arena for Norwegian actors to take part in to gain access to large-scale, industry-driven, EU-funded projects.
The Commission is the only public partner in a cPPP. The authorities in the participating countries do not contribute. The first three cPPPs were launched in 2009 as a stimulus measure during the financial crisis. With the start of the Horizon 2020 framework programme, they became incorporated more closely into the framework programme under Article 25 of the Regulation. Calls for proposals are primarily issued by cPPPs under Pillar 2: Industrial Leadership.
The following cPPPs were established under the EU Seventh Framework Programme and are being continued under Horizon 2020:
- Factories of the Future (FoF, which has not been incorporated into, but collaborates closely with the SPIRE PPP under Horizon 2020)
- Energy-efficient Buildings (EeB)
- European Green Vehicles Initiative (EGVI)
- Future Internet (FI, is incorporated into the 5G PPP under Horizon 2020)
In addition, the following new cPPPs have been launched under Horizon 2020:
- Sustainable Process Industry (SPIRE)
- Robotics (SPARC)
- Photonics (Photonics21)
- High Performance Computing (HPC)
- 5G PPP (5G)
- Big Data Value Association (BDVA)
Institutional PPPs (iPPPs)
These PPPs are regulated under Article 187 of the Treaty on the Functioning of the European Union (TFEU). They generally take the form of Joint Technology Initiatives (JTIs) or Joint Undertakings (JU). The aim is to establish large-scale, long-term, high-risk collaboration on research and innovation between the EU and industry.
Each JTI/JU has started as an established European Technology Platform (ETP) and then enters into more legally binding cooperation with the European Commission. A JU is a legal entity established under Article 187 TFEU with clearly defined, long-term objectives, and a JTI is a specific instrument with a somewhat looser legal framework.
The JTIs/JUs seek to: take a long-term strategic approach to research and innovation; provide a legal framework for bringing together key actors; make EU funding more effective by sharing resources, funding and infrastructure; promote cross-sectoral collaboration; develop an internal market for innovative solutions; and bring innovative solutions to the market more rapidly. Calls are issued under Pillar 2: Industrial Leadership.

- ENIAC (nanoelectronics)
- Clean Sky 2 (aviation technology)
- Fuel Cells and Hydrogen 2
- Innovative Medicines 2
- Single European Sky ATM Research (SESAR) (air traffic management system)
- Electronic Components and Systems for European Leadership (ECSEL) (merger of ARTEMIS, ENIAC and the ETP EpoSS)
