Pre-proposal check

In Brief

Pre-Proposal Check, refers to the thorough checking of proposal outlines by National Contact Points (NCPs). Pre-Proposal Check suggests the very starting point, that is, the phase before a proposal takes form (typically 6 months before the deadline), at which time proposers are expected to contact their local NCP to assess whether or not to proceed with finalizing a consortium and preparing a complete proposal for Horizon 2020.

The Process

The proposer completes an online (or offline) form consisting of six questions. The online form can be completed in stages and saved by the proposer before exiting the system. Once submitted to the system, the completed form remains confidential; reaching only the NCP(s) responsible for the country stated by the proposer during registration.


Using a pre-defined checklist, the NCP provides feedback on the proposal outline, commenting on the scope, the Consortium, impact, preparation plan and previous experience. The estimated time between the submission of the Pre-Proposal Check form and the feedback from the NCP should be no longer than two weeks.
